A beggar tries to scrounge a bit of money, and another man has cut a hole in the ice in the hope of catching fish. The needy have to toil to make a living; those who are better off amuse themselves on the ice: and the richest of all – in the right foreground – look on. A few well-to-do ladies wear velvet masks to protect the delicate skin around their eyes from the cold.

'Winterlandschap bij een stad' is een van de meest representatieve late ijsgezichten van Hendrick Avercamp. Het schilderij laat goed zien hoe zijn vogelvluchtgezichten met talloze kleine figuren, zoals het 'Winterlandschap met schaatsers' (SK-A-1718), omstreeks 1620 plaats hadden gemaakt voor voorstellingen met brede, bevroren vaarten en ondergelopen velden, waarbinnen bomen, architectuur en oevers een ondergeschikte rol spelen. Tenten, een galg en een ongeïdentificeerd stadsgezicht in de verte geven de setting aan, maar de nadruk ligt in deze werken op de figuren, die hier beduidend meer detail vertonen dan in zijn vroegere schilderijen. In de directe voorgrond plaatste Avercamp de relatief grote personages. Zij vertegenwoordigen de uiteenlopende klassen op het ijs met hun kenmerkende activiteiten. Ten opzichte van de lichter en zachter geschilderde figuren in de achtergrond maken zij een hardere, scherper getekende indruk. Het is eveneens typerend dat hij de figuren in groepen over het ijs verplaatste, veelal langs diagonale lijnen, die het oog van de beschouwer de diepte in leiden. [P. Roelofs, 2010]
